It doesn't really seem places like Covenent and Madrigal didn't have as ideal a location for penal colony. It could be that Leix was only managed by Tyr and many of the western cities sent prisoners there. Tyr could charge the cities per prisoner or whatever. Such an arrangment could be quite lucritive.
