If it's Legion vs. Pirates, you don't necessarily have to have magic or non-humans, do you? Warriors, Archers, and maybe some Heron Guards and Berserks for flavor could probably carry the scenario.

We don't know what they looked like; probably not a whole lot like Brigands, since pirates need to be a) fast and agile and b) able to at least tread water briefly if they fall overboard, and full-body steel armor doesn't really help with either of those. But there could still be a few Brigand-type pirates who serve as the melee core of the enemy. Dark Archers would work quite well, since they're unarmored and have a long-range attack which would be very useful for a group of pirates (thin out the civilian opposition before you have to endanger your ship). On the whole, if you're using existing collections, I'd expect the majority of the pirates to be archers (hacked to be faster and better with their knives, but not as good with their bows), with a few specially-skilled archers and a few armored brigand-types.
But of course you can have any other unit you want to--I'm sure there's evil Zerks and Dwarves out there who wouldn't say no to joining a group of pirates. Or you could say that, for instance, Leix is a renegade colony of northmen, so that the pirates are *primarily* Zerks. You could also look into borrowing 3rd-party collections. I know some pirate sprites have been made.
