Covenant might be better defended, and if the pirates are based off an island it might be more important (sometimes) to steal enough food to sustain them on the island for a few months, than to steal stuff they can actually sell. And Tyr is apparently the main market for most common foods.
Given how little information we have, though, you don't have to go along with "common consent" if you don't want to. If you want Leix to be a different island (there's a chain up by Willow," or part of the mainland, or even not a land at all but rather a region of ocean patrolled and owned by the pirates, feel free. :-)
