Yes, they would. What's your point?

They do seem to be somewhat limited, but that doesn't mean it would be a lot of trouble to create a lot of Trow. A limited number would ensure that they don't grow out of Nyx's control. Or maybe, since they were an early race, Nyx hadn't figured out reproduction yet.
