I don't think this is a very conclusive argument, as we all know, it is possible to kill trow, and if they don't reproduce, how would more trow be created? Simple logic tells us that if the trow were around for ages, at least some of them had to have been killed, so would the trow population, not being able to reproduce, eventually dwindle to nothing?
Also, for there to be entire cities filled of trow, this would imply that their god, Nyx, created scores of the giants, but why would he do this if he could make just 2 and allow them to reproduce? Sure, the myth handbook and various other sources don't explicitly support this theory, but we should assume that even the gods in the Myth world have limited powers...
