I'm not quite sure what set of circumstances you're looking for, but I'll give you as much info as I can.
The Myrmidons were granted (cursed with) eternal life about 300 years before TFL. Some of them survived the Great War, but they no longer work for any Fallen Lord. Instead, they roam the wilderness, staying away from populated areas and attacking any isolated human groups they come across. There's probably more to their culture/daily life, but we don't know about it.
The fir'Bolg became allies of humanity 4 years before TFL. After the war they swore never to fight *outside the Ermine* again; but that doesn't mean they wouldn't defend themselves against a baddie trying to invade the forest, if you wanted to do a level. For that matter, you could have them decide to break their oath, if the need was sufficiently great. It's your scenario, after all.
Balor left behind a certain amount of undead, who got stuck in places like the Dire Marsh while they were marching; they're still a threat should you visit such places. Also, after Myth II it became fairly common knowledge how to raise the dead. Only exceptional mages like Chimera's Kyrilla are going to make huge armies of Thrall and Soulless, but many evil lords with a few backing wizards could certainly make enough undead to stock a short scenario.
All the Avatara (who've been around collectively since the Wind Age) except Alric were of course killed in the Great War, but Alric could well be recruiting new archmages to join the Nine. In fact, he could have been doing this prior to Myth II (Baeldun could be one), and we just didn't hear about them in-game.
