It's not the armor of the Leveller! The "mantle of the Leveller" is figurative! It's not armor, it's not a cloak, it's the figurative quality of being posessed! Like the "armor of god" - Christian's don't actually put on plate mail when they "don the armor of god", they just take up a certain mind set.
Balor's armor is just some generic armor. It might be the magic armor that makes its wearer invulnerable to attack and tireless in battle, but we don't know this for sure.

First, we don't know when Ceiscoran was around. We know Clovis was before Connacht (Clovis was first, unless you count Tireces), but we don't know if Ceiscoran was before or after Connacht.
Second, the Dwarven ghosts were around in Clovis' time (they were his masons), back in the Age of Reason, so they were around in the Wind and Wolf Ages. The Berserk ghosts died defended Muirthemne from the Myrkridia, so they were around in the Wind and Wolf ages. The Bowmen... we don't have any specific dates on them, but there's no reason to think they wouldn't have been around long ago. And we know the emperor right before Connacht died fighting that era's Leveller ("Moagim Reborn") alongside his Heron Guard, so the Herons were around at least in the Wolf Age, if not the Wind Age too.
As for technological progress, remember that the world is practically destroyed every thousand years, so things don't really have a lot of chance TO progress, what with being knocked back a couple ages every millenium.
