I just checked the journal entries for Madrigal and White Falls. It takes them over a month to reach White Falls. (Fri Oct 10 to November 16). So Shiver/Soulblighter could have easily reached that far north by November.
In fact, Shiver's army was probably moving very slowly (an amry consisting mainly of Thrall perhaps?). It took Soulblighter three weeks to conquer Scales, Covenent and Tyr, and more than four weeks for Shiver to even reach White Falls from Madrigal.
