Actually, GURPS says that although Bahl'al descended to the sunken city, he did not recover the Dream of Unlife (and that it was later recovered by Balor/Soulblighter, can't remember wish). This means that the Dream is not vital for necromantic magic, perhaps just a very powerful version. Necromancy could have been known.
