He definently didn't use undead, as the Dream of Unlife wasn't discovered until after the Trow were defeated - The Watcher swam into thier sunken city and found it, holding his breath for nine days (or something to that effect). He could have easily had a loyal army with him: fanatic cultists or something like that. Mauls definently would have worked though.
