I s'pose it depends how you measure greatness as a general.
The Watcher allowed himself to be surprised by Legion,
turned to stone then killed, whereas Soulblighter stayed
out of harm's way.
On the other hand, Soulblighter seemed to care nothing for
his army. He deserts it, he's willing to wash Shiver out
to sea, and so on. Maybe its because his crow-thing makes
him so mobile, and he's such a good fighter himself, that
an army would seem a hindrance to him.
Anyway, IMO I'd rank the Deceiver above either of them.
