Actually, unlike Balor who, being a somewhat unique Leveller, often seemed to attempt to conquer and capture instead of destorying things i.e. his mission was to lord over the known world with his undead minions
Soulblighter has a more Levellerish attitude. i.e. his mission is to destroy everything and kill everyone (proven by the way he treated Covenant and numerous other southern cities in the great war, and by the fact that he used the Myrkridia who tend to just kill everything rather than obey orders).
