I'm not saying the stats are accurate, but the functions it attributes to it, as part of story info, are correct. Basically, it gives mind-control powers, inflicting fear and bravery and sleep and peace and nightmares and helping the wearer stay calm in the midst of it all. The specific numerical stats are worthless, though.

Well, the paragraph after that ends by saying that the original was lost when Balor sacked Muirthemne, and subsequently recovered by Alric. So I'd say thats's a pretty direct statement.
