Since he's apparently even more powerful than Balor, I was leaning toward a god. I have a new head theory, which is surprisingly like many older head theories.
The head is a god of some kind of god who ensures the cycle is carried out correctly. It's not enough for the dark to lose, the light has to be nearly destroyed in the process so that they are forced to almost start from scratch in the next cycle. The head's actions harm both sides, but seem to be ultimately aimed at making the light win with very heavy losses.
Either that, or he's an enemy of both sides for some reason.
