The Deceiver's STAFF was found in the Stair of Grief. The Dramus river washed him downstream toward the Twelve Duns, Trow territory (they don't just live in Avernus, you know). He wound up on the Angurvadal glacier, which is right on the border between Berserk and Trow territory.
