According to GURPS, the 'beginning' attributes to the standard Trow and Forest Giant are:
Trow Forest Giant
Strength: 18 16
IQ: 12 10
Fatigue: 50 16
Dexterity: 13 10
Senses: 12 11
Speed: 7 6.25
Move: 8 5
Will: 12 10
So, according to this (as an RPG standpoint), Trow are far superior on all levels. This isn't to say though, after a little time and effort, that one particular Forest Giant couldn't 'excel' above his beginning stats to be more powerful than some Trow.
As far as Balor trying to ally the Forest Giant, He might have tried, but the Forest Giants have a hatred for the Trow, and would most likely not have allied with someone who is allied with them. Also, their range is limited. They have to absorb rich soil and many gallons of water a day, two things that aren't very abundant in the Barrier.
