This is because they used to be Avatara. As far as I can tell, the one and only requirement for being an Avatara is that you have found at least one Dream. This does not mean that everyone with a dream is an Avatara; Shiver had several and it's considered quite likely that Balor's destruction of Muirthemne involved the use of a dream.
Most likely, if the search for the "Ultimate Truth" involved the dreams (and I personally think it was something completely different), Seancaidhe (sp?) didn't find any, and that's his tragedy. Here's a man who gave up everything in his quest to become an avatara... and it didn't work. Along the way, however, he would have learned at least something useful, and that makes him an excellent ally no matter how badly his life turned out.

They most definitely are not dreams. The only dreams in the game are the special abilities specifically labelled "Dream". Hence, the Dispersal Dream, the Binding Dream, the Whisper Dream (I think). Everything else is a different order of magic entirely--presumably a lesser order.
