Remember TFL level "Shadow of the Mountain?" The Deciever had a Trow in that level, so he must have had them in his army. And just because he was never too close to Rhi'anon and the Trow lands, that doesn't mean he couldn't have had any connection with them. Those were the last years of the war, so they could have joined a long time before then. And the Trow CAN leave their lands. Soulblighter had them in Forest Heart, after all.
