Dunno what "Water Sleeps" has to do with Myth, but GURPS explains how Mahir are created. It points out that "no known conscious effort creates a Mahir," but that doesn't rule out necromancers' being able to slightly raise the chance of the Mahir's creation, which is what I was suggesting.
