Yeah, and his necromantic powers probably allowed him to boost the chance that a person who suffers a given death becomes a Mahir, by keeping their soul from exiting this plane...it's been theorized before that he created lots of Mahir as a byproduct of making Soulless. The soul becomes a Mahir, the magically-altered body becomes a Soulless.
Also, he may have the ability to strengthen and solidify nearby weak, barely-there Mahir who were created long ago. Tharsis was probably the site of many an ancient battle.
