If you are wondering about the Fetch sosio/political organisation the simple answer is that they dont have one in the world they are traped in. Thats because there are not enough of them to make something like that work.
If you are wondering about their organisation in combat, well, we can speculate some their. The only definent answer I can give in that respect is that each Fetch draws upon its own magic/energy to create its own lightning. This however does not exclude the possibilaty that they could cooperate and create a more powerfull attack.
