Quoting GURPS (page 14):
"Some magical theorists believe the Great Devoid reaches a finite limit in some netherworld or alternate plane of existence, perhaps even serving as the conduit to the world of the Fetch. The Dwarves, with the most intimate experience among living races, scoff at such speculation and avow that its pit just keeps going and going and going without end."
So I suppose it could be. Though I don't know why the Fetch don't, as Demosthenes said, use the Devoid to get home. If nothing else, they could just jump in. And what would be the significance of the escaping spirit effect? Did Balor's head land on and kill a really big Fetch? :-)
The spider thing's a good point, though. If they came from the Fetch world originally, there must be a portal deep under ground, and the Devoid certainly qualifies.
