Except the Fallen Lord who most likely decimated Avon's Grove was Shiver, not The Deceiver. Shiver was the Fallen Lord in the area at the time, the one who took on the Free Cities and Madrigal. Seems more likely that Phelot, who was the one who destroyed the Free City of Avon's Grove, was always loyal to Shiver.
