...that the Legion was an army, the best army, but not the only army. You'll note from TFL, Bagrada:
"I guess the worst thing about having a reputation for being a bunch of hardasses is that the Legion always finds itself where the fighting will be ugliest. So we're up here as the first line of defense against an attack by The Deceiver."
And from SB, Outer Walls of Muirthemne:
"After we settled in, Garrick told us of events in the west. Shiver's attack on White Falls came as expected, and the battle there raged for the better part of a month, until Baelden and the seventh legion swept up from the south and attacked Shiver's flank. Her army was forced to retreat east toward Willow and the combined forces under Alric and Baelden fell upon her rear guard, destroying it utterly."
So what we have is a large army that has a reputation for winning, known as "THE" Legion, the group of badasses that everyone hopes will be defending them. At the end of TFL, very few men are still alive in The Legion (If it could still be called that), but it's reputation obviously lives on. Using the phrase "Seventh Legion" leads me to believe that a lot of training of new armies goes on while Alric is king at Madrigal, and that he has generals well suited enough to not only hold a Fallen Lord back, but defeat them.
So... yeah, there are still a lot of people left in the Myth World after the fallen lords attack. Standard issue defense against a superior force is to send the women and children into hiding, while those men who can/will remain to fight. Plenty of people to draw an army from in 60 years if the dark never breaks past the defenders entirely.
