I really doubt this is the case. It doesn't fit with what Myrdred says to him, which would imply that he was young and naive.
Plus, the Summoner is powerful, but he only knows one trick. He could never kick as much ass as Mazzarin.
Wouldn't a re-incarnation of Mazzarin have something against resurrecting the dead?
