Since Myrdred, an Avatar of Connacht fought against Moagrim, I see no reason why Moagrim would feel any love towards the Deciever. In fact, with the Deciever's unique magical abilities, and the power to turn powerful enemies into allies (such as Phelot), it is more likely that the Deciever participated more heavily in Moagrim's downfall than Soulblighter did. Especially if you consider that at time Soulblighter was still Damas, a mere mortal, having not yet preformed the greusom self mutilation which gave him immortality.
Another theory might be that the Deciever found Moagrim's Head first, converted him to his side (like he did Phelot) and then planted him for The 9 to find (after all, dont you think that the 9 obtained the Head a little TOO easily? hmm?) setting his cunning plan to rid himself of Balor, the fallen lords (aside from himself duh!) and the forces of light all in one beutifully orchestrated scheme , however it went wrong when the light managed to avoid his trap and snatch the Watcher's arm while doing so. I realize there are 2 problems here, how did the Deciever find the head before Balor? Well I guess the answer could be that Balor wasnt looking for him, and the other is How did the Deciever use his spell on a former Leveller? Well obviously the Head didnt have many magical abilities, prolly all concentrated on keeping himself alive... which brings me to my next point which is supporing evidance for both Ares's and my theory.
The huge uprising in defense of the head... hmmmmmm who do we know who likes to convert enemy units to his own cause? Ill give you a clue, it starts with a D
