To be a general do not prevent him,to be a capten warrior.To be mentioned by Alric that he fought against Shiver,means that he was a skillfull person which that makes him something a Warrior Captain,or better an Avatara (besides Baeldun looks very similar with MAELDUN)

And we don't know how many Avataras still existed till that day.

Personally only an Avatara or a Fallen lord(like the Deceiver) could face Shiver,or a special hero just like Rabican.That's why I still think that he is an Avatara or a great Warrior Captain.
