First of all, the Royal Family wasn't ruling at all at the time. The non-ruling members were simply living in Covenant. Second, look at the dates. There was no Dark activity in the Province itself until 13 years ago--right during the period of Alric's adolescence. They had no reason to move to Madrigal, when the Dark was a thousand miles away. Once the Dark broke through the Cloudspine, the royal family fled to Madrigal just as you recommended, but Soulblighter crossed the Province in only a few months and they had to sneak out via tunnel.
