I don't think it's figurative because of the picture on page 3 in GURPS Myth. It has Balor taking what is probably a fake Ibis Crown after he destroyed Muirthemne. We know that that the destruction of Muirthemne was one of the first things he did so he probably had that suit of armour since the begining of his time in Mythworld. Even if he didn't have it since he became the leveller he had it well before he found the other armour and captured Alric. So there :P
