Who or What are Mahirs?

What exactly are Mahirs? Why are they almost never mentioned? Are they majical being conjured by the fallen lords? Shadows given life? Or are they an ancient race, stealthy enough to go unoticed by the trow?

Could this be mention of a mahir? Prehaps Mahirs are the shadows of the dead?
