Again, I think it's necessity coupled with a trustworthy nature. His superiors don't have time to tote the book around, so they pick a grunt they trust to carry it. Remember, by the time he's got the Codex his squad has been horribly beat-up by the Dark; the usual chain of command's probably got a few holes knocked in it.
As for the arm--I'm glad I'm not the President. Doesn't mean I have an opportunity to be.

Well, does he *ever* speak of "the great...who valiantly...?" I mean, he even snipes at Alric. The world of TFL isn't the most conducive to idealistic hero-worship, and if he's gonna be a grouchy cynic anywhere, it's going to be in his private journal.

True, but almost all of the heroes are non-Legion--zerks, or Warlocks, or Heron Guards. So they're outside the normal chain of command. And the Legion ones don't really have a chance to do any officering, since they're relied upon so much in battle.
