Also also also, reanimation seems to require a relatively intact body. The good Avatara probably are usually killed in explosive and/or excessively brutal ways that leave little to be restored, or destroy themselves to prevent reanimation. Also Also Also Also, Shiver's own original body was not reanimated, as the Shades' bodies seem to be; her spirit was given corporeal form. Perhaps Tramist's Mirror doesn't actually reanimate corpses, but instead takes disembodied souls like Shiver's and implants them in the bodies of undead already reanimated by the Dream of Unlife. So Shiver looks like a Shade because she's currently inhabiting the body of one.
