Yeah, he does speak like he's got higher-ups telling him what to do, but he also carries the Codex and apparently could have an opportunity to destroy it, and he was glad not to be the person carrying the Watcher's arm (implying that he could have been); and those are things that I doubt a lowly private or ensign would be carrying. So he's got some rank over the average grunts, but he's got his own commanding officers as well, putting him just about where a Captain should be.
And when he meets Mauriac outside Covenant, he says "We met Mauriac, and he had this cool idea about a tunnel..." instead of "We met the great Captain Mauriac, who took command of our leaderless patrol, and valiently led us to saftey." So they sound like more-or-less equals to me.

I figure heroes must have some rank because, seeing how great their skills are, they must be hundred-time veterans, and in that process would have accumulated a good bit of rank.

That old book? I doubt it. Gates is a dumbass highschool drop-out, why would he be reading classic literature? Besides, in his mind he IS the prince, so why should he need to read about another one?
