The cycle thus far has really only be slightly on the Light side; the first 50 years was the Great War, then there were 60 years of rebuilding, then Soulblighter showed up and sacked more than was sacked in the first 49 years of the Great War (Madrigal didn't fall until the 50th) in under a year. Now I'll give another couple decades of rebuilding and cleaning up SB's mess before another Dark power shows up. (Hey, another [minor] Dark power showed up 10 years later, in Chimera!).
Just you watch. The next 939 years are gonna be spend alternately fighting world-destroying wars, cleaning up the messes left behind, and frantically rebuilding in time for the next one.
That is, if the cycle isn't inverted.

I'd say because the Dark guy always dies no matter what, so coming as Dark first would prevent going on to become Light a millenium later. But if you're Light, you survive (if you win), so you get a change to turn evil and come back Dark. Then you die, and the guy who killed you dies too, but a thousand years after that you're both reincarnated and THEN the good guy kills you again and goes on to turn evil just like you did, and so on.
