Myth itself (that is the games and bungie NOT GURPS) has never said that Levellers become heroes but it has said the opposite. I take this to mean what they said heroes become Levellers. It's not brain surgery but you Gene Seabolt (the guy who wrote GURPS Myth) followers seem to disagree. As for you Forrest, Shiver's been resurrected but she was the same person. Another way to look at it is Heroes are mortal-born. That creates a new person. They grow up, fulfill their destiny and disapear. They live through the remaining years through various means (like Alric with his halt aging spell the Heron Gaurd would have cast on their emporer) and eventually The Mantle of the Leveller finds them and they are compelled by powerfull magics to except their new role. Levellers can't be reborn (with the exception of Moagim I'll explain that in a second) because their deaths are overexaggerated and filled with magics. Like Balor's head falling down The Great Devoid it would have fallen foreever had The Mantel not admitted defeat and retreated with that powerfull explosion. Moagim never did die. He was beaten to the point where Tharsis erupted and the comet appeared but the tireless horses somehow met with each other (most likely on the other side of the flat world that is Myth (I think what's shown on the map is one side of a flat world and i think it's flat because in the Myth TFL book a journeyman says that the world is flat and spining like a coin)) and the The Mantle seized its opportunity and rebuilt itself (Alric said "Balor has been killed before and each time it has only made him stronger").
