No, not a strike on GURPS. Levellers are dual people - part man, part god. The man part is a different person each time, but the god part is always the same. With Heroes, it's always a different person.
HOWEVER(!) reincarnated people are DIFFERENT PEOPLE! If I, Forrest Cameranesi, died here on the spot and was reborn a thousand years later, I would be a different person, even though I was the same spirit.
Basically, Tireces, "Moagim Reborn", and Alric, are all different people, but THEY CAN STILL BE THE SAME SPIRIT! The Levellers, even if they weren't the same human-spirit each time, could still be called "the same entity", because each one of them is inhabited by the same, undying individual - THE Leveller.

Each Hero is:
One of the theorized "dueling spirits",
A different Human person,
No divinity.
Each Leveller is:
One of the theorized "dueling spirits",
A different Human person,
The transient-divinity called "The Leveller".
And aside from that, even if the dueling spirits theory is proven false, that's NOT GURPS FAULT! GURPS DIDN'T SAY ANYTHING ABOUT IT, other than "some believe Alric to be a reincarnated Moagim [who was yadda yadda drawn & quartered], explaining his irrational hatred of horses". Then it dawned on SOME OF US that, hey, if Alric is a reincarnated Moagim, then he was also Tireces, and if "Moagim Reborn" really was as his nickname suggests, then this same reincarnated spirit has been a hero or leveller in each recorded Era. Then SOME OF US, NOT GURPS (!!!) noted that the other two known Heros/Levellers, were the same person/spirit, Connacht/Balor, so maybe the last two unknowns were as well. VOILA! The duelling spirits theory!
