No! You're both wrong!
The things in the levels don't always correspond identically to the storyline. See "The Watcher" - 100 zerks? I think not.
The Journal Writer, in Myth TFL at least, is of some high-enough position to be carrying the Codex and possibly carrying the Watcher's arm, but he also takes orders himself. I think that spots him perfectly as a mid-level C.O. He's a human because he was "falling back before two Myrmidons" on Forest Heart. He's just not seen on ALL the maps.
