Actually, this could go either way. Maybe the only way to incapacitate a god is to cut off its head. It would support both theories.

For that matter, why doesn't Wyrd stop the leveller? I think he really is fairly powerless, at least as long as the dream is broken.

They're the old gods that ghôls worship. In this case GURPS says what is implied in hte games: They were replaced by the new gods, and only the ghôls remember much about them. Probably they don't really mesh with civilization.

Dear god, you've gotten pissy lately. GURPS doesn't use this as an easy answer, it doesn't even offer it up really. All it says is that Segoth was beheaded, but his head was preserved alive and able to speak. All this does is confirm that decapitation is a favorite in Mythworld, but we already knew that. When talking about the head, it always treats it as if it were some special kind of undead. Of course, this is an easy conclusion to draw, but it isn't the only one.
