It was a hassle to find and my memory didn't server me 100%, but here we go.
Page in my copy is 376, in the Chapter "The Ring Goes South".
Boromir (not Gandalf, sorry) says "They say in my land that he (the Enemy) can govern the storms in the Mountain of Shadow"
