the guy who wrote GURPS just threw that in there to clear up the mystery of the Head and what he says makes perfect sense
Segoth was Wyrd's son made into an animated head who can't die
and since he's a god he toys with mortals lives (like most gods) and he hates the Leveler, probably one of the original dark gods who killed him
