Only the bad guys. Technically, it reffers to the spirit that makes bad guys bad, but we call the bad guys themselves "the Leveller" as well.

Maybe. Or it could be inverted. Or it could be fine, so long as Alric dies soon and bad things like Soulblighter keep happening.

Apparently not. Though Bahl'al (The Watcher) reportedly never found the Dream of Unlife, you can still create undead without it, it seems. He invented Thrall, hence "Children of Bahl'al". Balor somehow came to know the secret as well, perhaps just made the Watcher tell him, and then Soulblighter rediscovered it 60 years later.
