It's a good idea, but I *think* the dragons are still around; a casual mention in GURPS speaks of "archmages who hesitate to attack dragons, not out of fear, but boredom." And the races of the old days had a more inorganic, unformed, chaotic look. A dragon's too symmetric and normal-looking to be one of those primal dudes, it seems to me. Though there's probably no definite answer.
