I don't see the problem. He didn't find the Dream of Unlife--which would have made super Thrall or a million Thrall per casting or something--so he had to use garden-variety necromantic spells to make ordinary Thrall.

Anyway, TFL is the tail-end of a thousand years of Light rule. It's been a bad time for necromancers and other Dark sorcerers. The Watcher's been imprisoned all this time (as Dan says), and most other would-be necromancers have probably been killed. It wouldn't be surprising if the secret of reanimation had been lost.

Not quite common knowledge; the Baron Kildaer was an unusual man. I'd say he only taught mebbe two or three humans. The rest of the reanimation was done by Shades.
