Well, the Fallen Lords aren't bound to Balor as was thought early in Myth TFL's story, take for example the Deceiver, Shiver and Soulblighter. They all returned (though Shiver was ressurected)and Balor is nowhere to be seen. Keep in mind too that they were not always Fallen Lords, they are just sorecerers who can live a long time, either genetically or through magic, that were coaxed by Balor to become a Fallen Lord. The Watcher, although not much detail is given about his past (or anyone's for that matter) seemed to be the out-right longest evil of all the Fallen. As mentioned before countless times, Soulblighter was a general in Connacht's army, and the Deceiver used to be an Avatar, so they were not always Fallen Lords, but they have a special ability and their life expectancy is just longer than the average human, a few hundered or thousand years longer :)
