Actually, GURPS suggests that there are 7 Fallen, as they count Balor. But if you subtract Balor, then you have six. However, they count Shiver and The Voiceless One separately. But they do note that they may perhaps be the same (and we're pretty sure they are), and if that is so then the sixth Fallen has yet to be revealed. So, I don't see any problem there; follow the logic all the way to the end and you have Balor, five known Fallen, and a sixth unknown.
