1st, a mantle is, as forrest said, a hood or head warpping of some sort.
2nd, I'm pretty sure it's implied that Alric had the armor that Balor used to wear... I could be wrong and am too lazy to look it up. But if he does wear it, that makes him the leveler... I think the heron guard would have a problem with this. ;-)
3rd, the mantle doesn't actually have to be a physical item. It could easily be just a use of imagery--just as a king doesn't need to wear a crown 24/7 to be a king.
