That's "mantel". A "mantle" (slight spelling difference, same pronunciation - damn English) is a cloak or hood. In this case, it's a metaphorical cloak; like the way an official's uniform represents his positon, a person in the position of the Leveller is said to be wearing his uniform, his "mantle". It's the metaphorical sign of his position.
