You'll note that in GURPS' section on The Head, it talks about it possibly being some type of undead being, and speculates on spells that could produce it--this info is as new to the Myth world (that is, never showed up in the games) as is the stuff about Segoth. I think the author wanted to let the GMs play it either way; you could believe The Head was a god, one of the most important beings in the Myth universe, or you could believe he was a formerly-mortal undead being who happened to play a pivotal role in history before fading back into obscurity. Whatever fits best with your scenario,
I strongly doubt that even the author was given a straight answer by Bungie on this matter. :-)
