It doesn't actually say, though that the Watcher used the Dream of Unlife (and wasn't it a Shade who did the reanimating there?). I don't think any of the Dreams have a unique effect; their effects are just more powerful/longlasting/farreaching than ordinary spells. With the Dream of Unlife maybe the Watcher could have raised every corpse on the continent at once or something, but without it he could still make undead.
