I think there certainly is an anti-Leveler force to the cycles, but the Leveler is the epitomy of evil, seeking simply chaos and destruction, and nothing more. The Myth II epilogue states this. We don't know what the Light side of the cycle is, of if there is a "Light side" like the Leveler is the "Dark side"; it may just be fated that the Leveler is destroyed on schedule every time, or maybe the Leveler only has enough power to destroy for 500 years and then leaves the body of the great evil, allowing him to be destroyed by the Great Hero.
I suspect the Head is responsible for all this, though the only evidence I have is a quote from Homecoming: "The Head appears to know something about everything, and now it has us looking for an artifact called the Total Codex." And we all know, the Codex tells everything about everyone, so the Head must be somehow tied to it; perhaps he wrote it.
I wonder what the Codex would have to say about the Head.
